this user explain how they did it and left instructions but we can't figure it out

Through reverse engineering. Basically isolating the sequence file and RAM and figuring out how it works. This sequence format is about 90% supported in N64MidiTool now. You can grab it here: http://www.goldeneyevault.com/viewfile.php?id=211 If you check off the "Debug Text File" option in the tool and export as midi, it will tell you how it got converted basically.

anyone help?

The MIDIs must have the correct instrument patch numbers in order to sound right. N64 Midi Tool doesn't fully support various things for Paper Mario as they aren't all understood. Most of it is, however. In order to get correct instruments, you can match them up with the extracted .DLS file that gets exported when using N64 Sound Bank Tool.

N64 sound bank tool allows exporting sound banks into .DLS format from N64 games. You would use that in conjunction with midi software so you can make music with that game's sounds. someone has a tutorial here: http://www.goldeneyevault.com/viewfile.php?id=315
